高晉翰傳                 屠繼善 高晉翰字鳳池山東海陽人也幼讀書長而坦白待人無纖毫偽飾親友有過者輒面 加匡正己有過亦虛心受教質直忼爽仗義輕財同治九年以從九品需次粵東奉諱 回籍後復來粵閩之汀屬例食粵鹽汀有粵鹽總館晉翰得薦司會計於館及鹽販領 鹽者課項一秉至公同人以急告莫不措給託以事必力為斡旋成而後快汀人至今 稱道弗衰光緒七年捐知縣加同知銜改官閩省歷辦海防釐金及災歉事咸裕如焉 十一年署建陽縣數月之間百廢具舉政聲卓卓臺灣巡撫劉銘傳爵帥聞其能奏調 渡臺委充南鹽總局提調兼彰嘉總館臺省鹺綱廢弛已久而臺南尤甚晉翰悉心調 劑弊無不芟官銷日益暢旺十三年冬署恆春縣事時全臺清賦恆春地居內山一切 
【147】田園均未升科委員擬以膏腴報有豪強不服將勾生番滋事晉翰設法彈壓遍為開 導事遂寢一面援福建同安縣下沙則例遞減一等升糧並免丁糧耗羡具牘上請照 准民番悅服恆之得納輕賦者皆晉翰力焉十五年調鳳山縣補恆春縣十六年秋復 任兒童竹馬喜其重來歡舞之聲徹於里巷恆春固新闢地弱肉強食習以為常晉翰 實力整頓風俗一新惟內山生番雖云歸化而截路殺人之案層見迭出先獲兇番潘 姑柳莊民洪阿嘪置諸刑嗣又獲差里密殺之皆就地正法各社稍知震懾他如墾荒 田興水利崇文教一切與民有益之事靡不次第舉行並捐廉倡建城隍神廟恆春風 禍最烈晉翰一見風起無論暑日寒夜步行之廟責躬虔求風若為感亦頓息以故十 七年豐登上稔白金一兩買穀二石民皆鼓腹熙皞謂闢治以來得未曾有十八年春 
【148】內文社番截殺刺桐腳莊民李來傳莊眾尾追誤殺外文社番一命以致眾番環燒刺 桐腳莊屋無遺並殺防勇等三名晉翰會營勒令頭人社長交兇無獲追甚急番知理 曲罪不可逭請以月餉賠還所燬據情通稟許可完案維時莊民四散晉翰益以己資 撫卹流亡於是逃者復集五月射不力社番復與楓港莊民互相仇殺當眾番對壘之 餘晉翰將入山招撫同官咸勸止之晉翰曰吾為地方官不薄於番今番如此糾殺吾 力不能擒若以理往以情與法喻度亦不遽殺我即殺矣吾年老何靳焉毅然而往與 番語不聽出乃會營稟請大兵剿辦臺灣總兵萬國本軍門督師來楓軍裝由海道登 岸其押運官忽稱遺失後膛槍子兩箱勒晉翰賠償時當盛夏晉翰於炎風烈日之中 奔走海灘已數十日勞憊不可支而復加以意外之忤忿莫能釋買舟歸至尖山又遇
