47 <p type="1">The subject permits and permit amendment are requested
48 under the authority of the Marine Mammal Protection Act of 1972, as
49 amended (MMPA; 16 U.S.C. 1361 et seq .), the Regulations Governing
50 the Taking and Importing of Marine Mammals (50 CFR part 216), the
51 Endangered Species Act of 1973, as amended (ESA; 16 U.S.C. 1531 et
52 seq .), the regulations governing the taking, importing, and
53 exporting of endangered and threatened species (50 CFR 222-226), and
54 the Fur Seal Act of 1966, as amended (16 U.S.C. 1151 et seq .)</p>
55 <p type="2">Applications for Permits Received</p>
56 <p type="1">For Application No. 42-1642, the applicant requests
57 permission to study metabolic clearance rates of vitamins A and E
58 using isotope tracers and vitamin analogs in captive Steller sea
59 lions, relation to various life history stages, establish the
60 vitamin A and E status of free-ranging Steller sea lions, determine
61 the metabolic requirements for these vitamins by relating intake to
62 blood levels in captive specimens, and receive or import serum and
63 milk samples from captive marine mammals held in facilities within
64 the United States and abroad to study the disease hemochromatosis
65 (an excessive accumulation of iron in tissues often associated with
66 hepatic lesions) as well as others associated with general marine
67 mammal health.</p>

86 aerial and shipboard line-transect survey methods, monitoring of
87 radio-tagged individuals, recording behavior and vocalizations,
88 collecting biopsy samples from cetaceans, and collecting blood and
89 morphometric measurements from small cetaceans and pinnipeds.

93 capture and attach radio-telemetry devices to harbor porpoises (

99 and Washington to monitor the movements of tagged animals relative

103 <p type="2">Application to Amend a Permit Received</p>

105 For Permit No. 376-1520-01, the Permit authorizes the Holder to
106 approach a variety of cetacean species to conduct
107 photo-identification and behavioral observations. The approach
108 distances in the permit are currently limited to : within 100 ft (31
109 m) by vessel, 200 ft (61 m) directly above and 350 ft (107 m) slant
110 range by aircraft for all species except North Atlantic right whales
111 (
112 <species_scientific name="Eubalaena glacialis">Eubalaena glacialis
113 </species_scientific>
114 ), and within 700 ft (213 m) directly above and at slant range in
115 fixed- and rotary-winged aircraft, and 500 ft (152 m) directly above
116 and 350 ft (107 m) slant range using an aerostat (blimp) for right
117 whales. The holder now requests permission to approach North

120 right whales within 100 ft (31 m) in a variety of small vessels,

126 the requirement to prepare an environmental assessment or
