If not, how to code them?

     28A The pages consist of many small figures, and the main text refers to these small figures. However, sometimes it is difficult to tell the small figures apart. For this reason, we follow your suggestion to mark each of these pages as a single figure. However, if you can identify a description as the caption of a small figure, we would like you to use {{{<cap>}}} instead of {{{<desc>}}}. Please find find some examples below.

     31- Contrary to the DESpecs, you can use more than one {{{<cap>}}} in {{{<fig>}}}.
     32- Make sure that you type the complete text of the figure.
     33- However, identical captions or descriptions should be typed only once.
